TexMod is a CPU-bound injector. On the hardware of 2011-2014, loading a 2GB .tpf file could cause stuttering as the game streamed in new environments. Every time you drove into a new district, the game would hitch while TexMod cross-referenced textures.
For modders, creating a pack was a Sisyphean task. You would drive around for hours with TexMod logging every single texture (thousands of them), then sift through a folder of .dds files named things like texture_0x2F4A8B1C.dds .
