Most people don’t realize LibreOffice’s module is a surprisingly capable PDF editor. The portable version includes Draw, Writer, and Calc.
You can’t install software. You don’t have admin rights. And the built-in PDF reader is useless for editing.
If your PDF is essentially a set of images (scanned contracts, flyers, brochures), GIMP is your answer. It treats each page as an editable image layer.
