Real authority—the power to declare war, raise taxes, or imprison a citizen—usually belongs to the legislature, the courts, or the prime minister. The Head of State commands the army, but cannot buy a cup of coffee without an aide. They are the nation’s voice, but their own throat is padlocked by protocol.
